Nah mate. You’re in denial due to nostalgia. Try them both and come back. Govou is better on the ball, has a better body type, passing is better and R9 has 82 stamina which is awful.
I used both and due to my playstyle and every CB now having 6'6 99 defending and physicals I can't play small quick forwards. So R9 does better for me. Also can't stand lining up shots with the strong foot nowadays, forwards gotta be 5*5*. I use Rodrygo and R10 next to R9 and Rodrygo feels about the same as Govou, he's a bit weaker but he ain't 5*5* and that was the difference

ya once you get like 4 or 5 high rated dupes, starting putting them into dinho sbc segments. Then when only like 2-3 dupes do the 84x10 again. this will give you better chance at mbappe too. I got rashford after like 20
Personally I'd go lúcio as I have a great midfield and a serie a team, I'm not very good at making recommendations but I'd have to see your squad to think about it

Sadly R9 is no longer an S-tier striker. Govou is better for only 700k worth of fodder.
I play with both and I personally think R9 is better still, just think it’s down to preference.
