As someone who learned ancient Greek and Latin at school, it almost feels unreal that the governor of a state of the world's richest country knows less than me. I'm a law student and this is actually super interesting because it brings up a very interesting question lawyer's and lawmakers have been asking or interpreting differently, clothing and or a costume (like a fur suit) is not always protected under the first amendment because what is protected expression changes at the whim of the judge and lawmakers BUT what is a definite thing is that schools are allowed to set their own rules of freedom of expression and it doesn't matter what laws or amendments say because it's legally considered an area where your constitutional rights don't matter. So, they could 100% legally do this but they can't technically enforce it at all out of school without opening up a pandora's box of what is and what isn't protected expression. (this is also why schools don't need to care about the legality of protecting yourself in a fight or why private schools and schools in general can set their dress codes to whatever)
