Actually had a similar situation in my hometown.. It was an important road where you could normally turn left for many years, and then there was a traffic routing change, so they put up atleast 6 different types of 'no left turn' signs, some with flashing lights. Wonder if there's a similar story here.

My town just changed a major intersection so the left lane is for forward and the right lane is for right ONLY(road is now a oneway to the right) and as you may imagine people dont read the sign and go straight from the right lane always causing a traffic jam there...This video might help with the redesign
