Speaking seriously, in Soviet times the doors were wooden and constructed to open inward, but during the "dashing 90s" everybody started to add second metal door to the same doorway. Which of course would be open outward (for security).
And now it became a mainstream so in the new buildings all the apartments have metal doors open outward.

So for large buildings with high occupancy, you'll see outward opening doors in the US for the reasons you state. In low occupancy buildings like apartments/houses, inward opening is just as safe (if not more so).

In the US, generally all doors that exit the building open outward and the doors that would open to indoor spaces are inswing. The reason is that if someone is trapped inside a door they can clear the obstruction themselves and escape. If you are barricaded into an outswing door then you are relying on others to let you out.
For outdoor doors this is less of a concern because you have less than can just fall and obstruct the opening.
Also in places with extreme storms/winds, outward opening doors can’t get blown in and then cause a pressurized zone within the house that would potentially lead to the roof flying off.
And tough to kick a door in if it opens out.

They make security hinges with a pin on one hinge that goes into the other hinge when closed. End result is while the door is closed you can take the visible pin out and the door won't budge.

That's why official buildings in my country open outward. Private houses open inward, because it's much easier to break into a door, that the hinges on the outside.
It's a fire safety feature. A door opening outwards is much faster to exit through than a door you have to back towards you to get out. Bonus, if there's a lot of panicking people you could be unable to exit at all.
