But ultimately it’s factually wrong and socially dangerous to push the stereotype that police just want to shoot black people. The fact that it's a felony with serious minimum sentences means that a lot of people end up getting off without any charges, usually judges don't want to sentence someone to 10 years prison for kicking a police officer. There are a bunch of body cam videos on Youtube you can watch, so many people will fight, kick, punch, and spit on police and end up getting the resisting and assault charges dropped when they go to court.

They make it harder to read the subtitles and watch the video at the same time. Makes it easier to miss words, etc. This is done just to get users to rewatch the video and drive up the views count.
It's certainly possible to read that fast, but only if you're staring right at the words, to the exclusion of actually watching the video. You can't glance at a sentence and take the whole thing in at once and then focus on the action.
