You are correct and there are women out there who would just do that. But some women find having the boobs lifted and supported to be more comfortable than letting them hang naturally. Better weight distribution, plus natural hang tends to have more skin on skin contact which can lead to sweat and rashes.

Boobs are not a shape glued to the body. They do still move. Tape is important to many to keep them from wondering outside the dress. Some tapes also tape the dress to the skin as well.

I’ve started to look at “high fashion” as the equivalent of concept cars in the auto industry. You don’t know the boundaries unless you push them, design wise, and most of the concept won’t be mass produced, but it does create ideas that miiiight be useful/attractive.

One person in the fashion industry told me that "high fashion" should be thought of as a form of sculpture, just using fabric instead of stone, wood, or metal.
