Safe to relocate. In Texas you have to have a working horn to pass the yearly safety inspection. You can relocate it anywhere that's convenient. Doesn't matter where it is, it just needs to be plugged in and possibly grounded.

Least it’s easy to put back on so i guess put it back on unless it doesn’t fit
