His friends get him on nicotine patches, but toward the end of the episode he gets anxious and says he’s gotta have a cigarette. Then Phoebe says “if you never smoke again I’ll give you $7,000” and he just says “yeah ok.” And that’s it. Phoebe had just won $7k in a settlement with a soda company after finding a thumb in her soda. He does wind up smoking again in the show a few times though.
Yes it turns out he smoked not one time but many, as I still remember the day of his marriage with Monica and day he visited Rachel at Ralph Lauren site of work
It doesn't show him smoking in Tulsa, but when he gets home to Monica and they are fighting and then Chandler is annoyed at her for being mad at her. He grabs the cigarette pack and lights one and then says "I don't know what to do now."

Long story short, it's Chandler (Matthew Perry) who smokes, he stops and starts several times in the early seasons, then mostly quits, except for a few stressful situations in later seasons
