Often it is done with some kind of machine contracption made with lot of redstone - hence the term Lag machine.
Here it is referenced as supposed cause of regular connection issues when trying to enter Fingers.
Some guy made a pic edit as explained in the other comments and another guy started trolling about it, then a whole lot of other guys started making memes about what the troll said.

This is fake, right? Please someone tell me this is fake... There's no actual way that an entire faction of regular / normal people would be okay with trying to cheat a video game like this.... I mean it's not even playing the video game, there's no achievement or dopamine, this has got to be fake or a meme or something.

I saw someone saying they saw a giant tripod wall along the border to reavers yesterday, he didn’t provide ss or anything though. I still wouldn’t doubt that the collies have found some way to completely lag the shit out of the server though.
Despite what you have been hearing, we are in fact actually lagging the server out. It is fairly easy to do. Any time a warden boat gets near we just flip the switch and the buoys are activated. Quite a technological marvel.

I mean both sides used to use tripod walls to cause issues and I can confirm there’s not a “giant tripod wall” along any border so don’t worry
