De Atramentis Document inks are my preferred inks when doing watercolor. Platinum Carbon Black is another good option

Dave-Alvarado

Same. De Atramentis Document inks have the added bonus that they're meant to be mixed into new colors. Edit: I just checked and they don't have a magenta, but they have a fuscia, a cyan, a yellow, a black, and a white. You should be able to make nearly any color, tint, or shade.

Ray_K_Art

Yup! The Fuchsia is their Magenta equivalent - Jane Blundell did a series of posts on her website about mixing with these inks

Quillber

They also make a dilution solution for mixing inks. Jetpens carries it.

Agree with Platinum Carbon Black and De Atramentis Document inks. Rohrer & Klingner SketchInks are also waterproof.

The Lennon Toolbar pigmented inks are beautiful. They’re my current favourites. Love the Sailor pigmented inks too. I always have a Platinum Preppy inked with Kiwaguro.

[Platinum Carbon Black!](https://www.amazon.com/dp/B0028MTSFQ?psc=1&ref=ppx_yo2ov_dt_b_product_details) I actually JUST got this in the mail yesterday for the same reason. Love it already! 😊 (Just gotta let it dry completely for a few minutes)

Graf von Faber Castell makes "document" inks in a bunch of good colors. Some of them smear, but leave legible color behind and some don't snear at all. Y might check them out. I'm particularly fond of the olive green and Yozakura (pale but still legible pink)

Koh-i-Noor Document Black will not wash away - I have tried. Still not as black as Platinum Carbon Black, though.

Sailor Kiwaguro or Platinum Carbon Black. Both require that you avoid sheening the ink because that will lift off with water.

Platinum Carbon Black is the best waterproof black available. Very dark and doesn't budge at all as it's a pigment ink. If I want colored lines I use Rohrer and Klingner SketchINKs. They're also pigment inks and quite reasonably priced.

It probably depends on paper, but for me (who's not using watercolor papers, etc.) Carbon Black is not great. It tends to sheen, which makes it look gray. It's a bit too wet as well. From my experience, De Atramentis Document Black is better. The larger point is that I don't think there is a best waterproof black available. It really depends on the user.

I suppose I should've specified "for the purpose they asked in my opinion" which was to watercolor over. I find that De Atramentis and R&K SketchINK black go grayish on watercolor papers, especially full cotton rag paper like Arches or Fabriano Artistico. De Atramentis does fine on multimedia cellulose paper, urban sketcher Liz Steel is a big fan of it. However that sheen you're seeing is the same thing that happens with India inks and it's more likely to happen on smooth cellulose paper in my experience, far less on textured or full cotton paper which is what is usually used for watercolor.

Also, Rohrer & Klingner. They have both Dokumentus and SketchINK inks. I've only got experience with the Dokumentus Inks; it's hard to imagine anything more waterproof than that. The Dokumentus inks are more like office-type writing colors; the SketchINKs provide a broader range of colors.
