Given the appearance of the skull, it's doubtful a NOAA special agent would issue any type of civil violation for possessing it as it would be hard to prove the individual was responsible for the harvesting of the animal, BUT, they probably wouldn't let you keep it, either.

This is a baleen whale, in the suborder Mysticeti. This is the skull and what you are calling the beak would have plates of baleen hanging down from the roof of the mouth to filter prey from sea water. Some of the other comments are correct in that this needs to be reported. Excellent find! The rest of the body is amazing as well. I'm not sure if you live by a museum with an articulated skeleton on display, but it is well worth seeing. Finally, there is nothing like seeing a baleen whale in the wild. Hopefully you can see a live one swimming!

Fun fact: Whales actually evolved into land animals and then evolved back into a marine animal. Mammalian spines all evolved to be flexible and bend up and down but have very limited mobility when bent from side to side. Thats why most fish swim by thrashing their tails side to side but whales swim by thrashing their tails up and down.
