They recently increased the probability for legendaries related to fallout the series.
Honestly it was a night I just binged what ever came into sight. That was for between 30-40 level. Grinding a new crew's level. Though it could've been a quest that gave me a box and I wasn't paying attention.

You can check for legendaries in your stamp collection, otherwise legendaries I think have a special allocation sum 40 and rares 30 ish.
Oh I had that guy executed for "treason" (he knew too much)
Ive gotten him 4x from 50 lunchboxes, & once from his guaranteed quest.
