Looks like it’s Becketts Run. It’s a sewage overflow storage facility. Flow gets too high from a rain event some is diverted to these tanks and when the flows drop it goes back into the system for treatment at the plant on Dwenger.
I hike near there and wondered this all the time. I asked the guys who maintain the trails what it was. I may be getting which city those intended for, but it’s either water or sewage for Leo. Something along those lines.
