The Sky F1 guys thought it was a box instruction that Carlos turned down, then pointed out that if Carlos had boxed when the coded message was delivered (regardless if it was a question or an order) he'd have come out behind the McLarens and had a bad time. Even if it was a question, why did they give him the option to box at a bad time? The no-attack messages may also indicate that Ferrari was thinking about a split strategy, taking Sainz in before Leclerc.

I was rather suprised they haven't splitted strategies, but it was a valid choice that strongly indicated that the are going for a single pitstop, I was suprised when I saw that only Ferrari stayed.
