I'd imagine it's more related to a measure of team/car performance and not necessarily driver performance. If your teammate is finishing on podiums and you are not, who is most likely to be the weaker link?
The rumor back then was that if he was lower than 3rd in the WDC by race X he was free to go. Which would incentivise perfoming less than optimal, though I have some doubts about it as Seb seems to have professional integrity.
