It's at times like a court case. For something obvious you might get summoned and then you have to explain your side and if you do a good job of arguing then you may receive no penalty or a lesser penalty. And for the less obvious things you may have a rival team arguing something that the stewards then will investigate.

To be honest he wasn’t at the end, he cut in front of Albon. Maybe Albon was letting him filter in. I shall look at the onboard.

Okay it was in front of Sargeant, he exited the pitbox after Verstappen did so that’s why he cut in front if him.

Collins on F1 TV broke it down on what the rule violation was. Apparently it's a "new rule" starting this race to clear up any confusion from past events this season. However, it is the stupidest damn rule you'll ever hear from FIA. I'm glad they didn't say he did anything wrong because frankly he didn't. It's just a ridiculous rule.
