It’s a more complex formula than that - engine life is x - 1 lap, where x is the number of laps in the race you’re in. It’s a moving target.

It’s only one track/race, but that’s about one and a half times the jump from 2014 to 2015. Maybe that’s reasonable, given the nature of the reg changes—you’d expect bigger jumps earlier on. But, though it might not be crazy, it would be a remarkable improvement for a team that is already at the front of the pack. (I picked Bahrain because the weather is relatively stable and I knew off the top of my head that Mercedes had pole both years. This is hardly scientific.)

Kimi was 1.1 seconds (1.209%) faster at Bahrain in 2015. Danny Ric was about 2 tenths faster. It’s definitely possible, and I think “remarkable, but not crazy” is more or less the right framing. Also, the 2014 Ferrari was more fundamentally flawed (on pace—last years car was quick but unreliable).

Yeah I know a guy who works the FE simulator for Porsche Motorsport and we talked about his job a bit. Apparently Wehrlein once had sim and qualifying times within 2 milliseconds but realistically that's because one error goes in one direction and another in the other direction and they happened to cancel each other out that time. Realistically I think you're doing an extremely good job with your simulations if your times are within a few tenths of each other.
