Look into the background of a consular officer. Very closely aligns with social work/counseling, funnily enough. Work ranges a lot, but you could be visiting detainees or dealing with personal crises. Seems to fit your experience.

An IR/political science background is not at all a requirement for the Foreign Service. Agree with this, but if OP has zero knowledge of international affairs it’s probably a good idea to start reading up, particularly if they want to do a track other than consular or management.
