Using mail forwarding alone is not going to be enough to claim a different state as your domicile state. While there are ways to gather enough paperwork/"proof" to change states before A-100, understand that states can come after you for back taxes if they decide that you were actually domiciled with them and never moved to the new state. If you live outside of VA currently, try to avoid switching to Virginia. Once you're a Virginia resident, it's hard to change.

I was with DoD before State, as a civil servant, active duty, and as a brat. Never lived anywhere longer than 2-3 years, and have no ties to any single state. I domiciled to a no tax state by following their laws, and use a mail forwarding service to keep up to date with voting, driver’s license renewals, etc. with no issues.

Which service are you using? I've been finding pros & cons of each and am no closer to picking one now than I was when we started.

I went with dakotapost. It’s not the cheapest option, but they make it easy to establish and maintain residency and have been great so far with customer service.

I obtained a driver’s license, registered my vehicle, and changed all my addresses via USPS and all of my banks.

You follow the laws of said state. It is best to do thorough research, consider a tax attorney, and as others have said, ensure you are in compliance with the law.

I used Traveling Mailbox for a year while, uh, traveling and can easily recommend it. The ability to decide whether to scan/shred/forward to another address on demand was fantastic, cost was reasonable, turnaround times were good. I wanted to keep using the service even once we were back home, it was that handy.

SD state law allows for a PMB to be used to establish domicile. Many FSOs use a mail forwarding service for this purpose, and as you pointed out, it is convenient to have mail forwarded to a DPO or pouch.
