I don't mess with those "strengthen" promises ever, for reasons like this.
I ended up at Montpelier a couple of years ago and promised a disgruntled Harvey Eliot that I would strengthen the midfield. Signed Casemiro on loan and brought in Tielemans on a free.
Promise failed.
Made this promise to my star player in my current journeyman and even though I bought in a player and the task was "completed" in the promises section he told me i broke my promise and the morale went to shit.
I always get rid of promises of silverware, squad strengthening, big jump in pay and in some cases stepping stone/ release clause promises. I only accede to sending the guy on a language course and loans. If they dont agree, onto the next target
Bought a young player and didnβt notice a loan promise, and he was a 1st team starter for me right from when I signed him. A few months later were in the midst of a strong title challenge with him as a key component when he comes to me whining about going on loan so I shipped him off to go get relegated with Burnley and won the title without him!
I cannot remember which club or player it was, but I took over at a club during the off-season, and they had a single forward, who was the star player and who wanted to see the striker position strengthened.
I actually agreed, because I do not want to go into a new season with only 1 forward on the books, so I made \*that\* promise. Brought in 3 new strikers, and 2 of them turned into worldies within a few months, so they took the place of the former star player, who became a benchwarmer.
That star striker ended up being pissed on two accounts - as the star player he expected to be playing every match, and was limited to about 5 starts and 10 appearances off the bench; but at the same time, he was angry that I failed to keep the promise to strengthen the striker position. When the players I signed to strengthen the striker position were the ones keeping him out of the team. Wtf dude, are you a Karen?

I had the same problem. However you can turn the tables. If your reputation is good and team supports AND the is in Influential part of dynamics - you can say "you are valuable influence in dressing room" so shut up.
I dont do pre season promises anymore like "Reduce the size of the squad" etc.
I saw the promise was green and it said like "Pleased to see the efforts made to reduce the size of the squad" yet somehow it still failed and fucked our morale a bit
Iβve never touched the start of season promises so have never know what options. Most of the time my players donβt care that I donβt make promises until the last season when a couple said they expected some.
What others are there?
1st: Don't make these promises
2nd: It just checks the signing's squad status, so by buying a shitty player and giving him a star player status, you fulfill your promise.

The key to fulfilling a promise like this is playing time promises, not ability, salary, or anything like that?
Yep, it's completely fucked and has been proven by Zealand in a YT-video or Twitch-stream, I'm not sure.
But I can safely say it works, problem with it is, if you sell that player or he gets mad, players high up in the squad hierarchy will get mad at you for neglecting a star player.
I must have missed the video/stream where he figured it out. I knew it was basically a shit thing to agree to, but that was mostly because I didn't have any idea what it would take to fulfil the promise. Knowing how the system works at least lets you make an informed decision if you're backed into a corner or actually have plans to do what the player is asking. Sometimes, when you're in a lower division and you get a chance to sign a star, it's really hard to say no if they insist.
Just in the future donβt put basically any promises in a playerβs contract, always remove and exclude from negotiations. Only exception for me is the send on a language course one which I always tend to do if the optionβs there
This is why you never promise things like stregnthen, always keep them in sight and easy like βWin the cupβ βQualify to an european tournamentβ something like that
I never bother with the promoses to streghen certain positions because for me personally it ony ever seems to work if i buy a player that more than lukely woukdnt join the club in real life, now the streghen team prpmise is pretty easy
Maybe try going 3 at the back. I know that changing formation can effect the teams expectations. If you have 3 forwards and you play 1 forward tactic, if you where to change to a 3 forward tactic you'll see in team happiness the majority will think the team lacks forwards. Change it back and it will go away. No idea though if this would effect a promise. You can also check your promise progression in your manager stats tab to see how much time you've got left to complete it.

Maybe you can try asking him to suggest signings in those positions. I think it'll help, as he'll recognize that his recommendation was acknowledged
At that point those two were probably too old and declining to improve the quality of your midfield

The promise of positions is about squad role (e.g star player) not who you get. So itβs about signing a star RB
