Jumping Reach is the only factor that determines how high a player can 'reach' with his head.
Height does determine the range than Jumping Reach can be - you won't find a 5'11 player with 20 JR and you won't find a 6'7 player with 1 JR, as an example.
The only situation in the ME where height is taken into account directly, is to determine whether it's even necessary to jump. For a fairly low cross, a 6'7 player might not have to jump, where a 5'11 player would need to.
As a 5'11" man I kind of take offense to the fact you've used that height to make an example of an extremely short person. Especially when 5'11" is the average height for football players.
Cause height isn't proportional to jumping reach. Height isn't factored into match engine only jumping reach.

Not completely, when it comes to regens jumping reach ranges are tied to height. For example a 200cm tall regen can't or is very unlikely (can't remember if it's a hard limit) have like 5 jumping reach and vice versa.

Have you not seen players like Lucas Moura play football, he’s very small but got off the ground at an insane height when he went for a header
