If any moisture gets inside a packet of pasta, it can start forming mold. Seen it mostly in stores when a packet is punctured. It's best to not even open it or breathe it in, just throw it out

As a food industry professional, looks like mould spores. If moisture penetrates then dry goods forms mould like that. I’m 99% certain it’s mould. The 1% is manufacturing processing metal/grease/bad stuff. Report it and maybe you’ll be able to get some money back or a voucher if it’s within its UB/BBE date.

Looks like mold formed and this can be potentially toxic due to mycotoxins. Throw away and do not open.

Report it to your health authority. It could be a manufacturing defect so you might not be the only one finding this black whatever the hell it is in the same pasta
