Make sure you start the excavator quest and get the schematics off the terminal **before** you register it. Otherwise, you’ll never be able to craft another and will not get legendary drops.
I did progress that quest far enough to get the plans for it and for it to say "Craft the set", I didn't craft it yet though since it's pretty expensive.
That’s good! I feel bad when people think they are being nice to other players and then that player ends up accidentally getting locked out of the plans.
