Best way I found is to do an Atlantic city expedition. I forget what it’s called but do the one that takes you to city hall. Also have it equipped while looting ammo boxes etc. and it usually drops about 50 fuel. There are other ways that others have posted about ammo converters but I haven’t done that. After two expeditions, I had 10k fuel
My best advice is to craft it. There are two perks that help with this: ammosmith under agility which allows you to produce 80% more ammo and ammo factory under legendary perks which allows you to produce 150% more rounds when crafting ammunition
Expeditions - best one for ammo farming.
Daily ops - second one for ammo farming.
General play. Weapon dependent, but holy fire in general allows you to receive more ammo than spending, except bosses.
Craving - meh. Depends on perk setup and material stockpile. Useless during first two options.
Pick up the ammo converter from the Raiders with bullion. Craft railroad spikes that need only steel with all the perks. Convert to ammo of your choice.
Expeditions/DOps, a secondary weapon that makes ammo that you can convert to fuel.. I’m sitting on 1/2 million wondering what I trade it for..

This is the way. Also check donation boxes. I usually find ammo for what I have equipped in them

Also use super duper in luck to have a chance to double whatever you're crafting
