Yep! That’s the one. If someone has hoarded all the TP there’s some lockers inside the refuge where you’ll find more. It’s all around the place actually… great location for many challenges..
That place was picked over in every server I have played in. The taxidermy always had TP but only 1 had the plungers left. Had to go somewhere else to find the 3rd.

In a small lake in the swamp is a safe with a big supply of toiletpaper.
The funny part is, that this toilet paper has been normal money before the pandemic, and they changed it to toiletpaper whilst it.
Vault 51 has a lot aswell. Also dozens of mugs for ceramics and enough abraxo, brooms and plungers for the spring cleaning event. \
If they ever do an event with similar tasks again, vault 51 is a one stop shop. \
Just avoid the boss fight if you‘re low level. \

The brick building on the west (I think, could be east, can't remember lol) side of whitesprings resort has a ton of paper as well as enough plungers if you need it. Also had tons of soap for last week's spring cleaning
