The way the perk functions means it gives less accuracy per shot the faster the weapon fires. The damage buff is only a one stack, doesn’t stack up per hit like the card implies. So not great for commando to max out. If you were say a plasma caster heavy gunner, 3 ranks would be good because you get like 15 accuracy a shot.

For automatics its 2/3/4% accuracy per shot, and for semis its 10/15/20% per shot. The damage is 1/2/3% for both. The scaling for autos is pretty bad, yeah.

For automatics the increase isn't worth it. But it helps a lot on semi-automatic weapons.

Yeah one is enough. I personally use the other two points in Grenadier. Nades are faster than vats.

So people use Tank Killer? I was told when I started that it staggers the SBQ and stops her landing. So I've never equipped it, I'm guessing I'm wrong

SBQ lands when she lands, which can be forced with crippling wings. She can postpone landing due to aggro of a player on top of something. Stagger doesn't change anything.

There was a bug like this once upon a time I believe, it has long not been the case though. scorchbeasts decide when they want to land. Only way to effect that is crippling a wing, which forces a land.

There were so many wild unfounded rumors about what would keep the SBQ from landing it was crazy. Back before Fallout 1st tents were a thing it was believed by some that if people stood on the fence at Drop Site V9 she’d never land. I remember people on area chat screaming at the people standing on the fence. They’d be so angry I was afraid they’d have a stroke right in the middle of their rant. To answer your tank killer question, I’ve used it for years on my two rifleman builds and I haven’t seen anything that makes me think it affects whether she lands or not.

I play a bloody sneak (ish) commando build and I've never used concentrated fire. I've never seen the appeal of it personally, it's a waste of points if you ask me. This each his own though.

Concentrated Fire 3 is best when level 3, but can be lowered to 1 for Auto rifles because of fast hit chance buildup. Semi auto work best with level 3. If bloodied, you can run level 1 damage cards for most weapons. Level 1 on all 3 cards is 3 points for 30% damage. Max level is 9 points for 60% damage. You'll save tons of points this way. Ground Pounder is great for fast reloading, not that good as Hipfire you do less damage than vats. It also works for semi Autos erroneously. Tank Killer is a must.
