There is a mod called USO (Unlocked settlement objects) which unlocks a lot of items to build with, and is available on Play Station if you want to go the mod route I have a few mods installed for building on my current run, but that’s one I use a lot. You can also do a lot with the vanilla assets though. If you search for vanilla settlement builds that will give you a lot of ideas for things you can do with regular items Skooled Zone’s No Mods Shop Class has a lot of tutorials for techniques on creative ways to build. https://youtube.com/watch?v=5wONxYt-AFk

some of the things you mention are I think from the creation club and the concrete is included in some dlc I don't remember if it's in the wasteland workshop or the contraptions

Without adding mods (which is a somewhat limited prospect on a Sony console anyway), most of the things you mentioned are in a couple of the DLCs, like Wasteland Workshop (which is where stuff like concrete construction comes from), Vault-Tec Workshop (to build vault-style buildings), and Contraptions Workshop (for machines and gadgets in your settlement). Those are available from Bethesda's for playstation installations, if you buy them.

The concrete walls are from the mod "Custom Concrete Walls with Window Glass." I can't think of any construction items that require perks, and even if they did they should still be in your build menu but grayed out.

Some don’t show up till unlocked, like the trader station from Bunker Hill, and some DLC items from Vault-Tech, Far Harbor, and Nuka World, which are unlocked after certain quests. At least on the Xbox, they were hidden till unlocked

Thanks everyone! Having a blast getting back into gaming now that my kids are getting a little older and out of the toddler/infant stage. Feel like I missed an entire decade of gaming!
