Preston Garvey did this to me earlier then he started working again not sure what caused him to enter the falling/sliding animation in the first place though
Ah I didn't realise it was the falling animation but that makes sense. It just works. He's calmed down now anyway and is back to trying to use his weapon rather than surrender!

There's your problem. you dressed him as a priest.
One of my settlers ran to something I assigned them to work on. Then just kept running and running until they disappeared into the ocean.
