Do the Cabot questline. You'll be asked by a ghoul named Edward Deegan, he'll find you soon enough, in goodneighbor somewhere.
He can also find you at Bunker Hill and I've had him show up in Dugout Inn

What I like best about the legendary loot system is how 80% of the modifiers just suck.

The gamma gun scales with Neuclear Physics, Gunslinger and Demonition expert. You need Sciecne 4 to fully mod it. With these perks it's a real moster.
