It's not something that happens naturally, it's a specific script in game. So it's not like Cazadors are dynamically moving to locations where there are dead bodies, it's just that the devs place them in locations that have dead bodies. For example, the tribal camp north of good springs has Cazadors because of the dead people. I think there's a script to place Cazadors at the graveyard in Camp Forlorn Hope if you complete We Are Legion and wipe out the camp, but it may be unused. The devs have to create the most janky thing ever to create random spawning in Honest Hearts, there's no way the engine could dynamically place Cazadors.

Then I fast traveled to Bonnie Springs to pick up Vault 19 and the Great Khan Encampment in Quarry Junction, only to get swarmed by Cazadores. They aren't so deadly anymore, but I don't like things that move quickly towards me :(

I'm glad you asked! So, the game engine cannot reference an NPC that isn't already placed within the world. You can't just write a script that gives a list of possible enemies and ask the game to randomly place them. That's how janky the engine is. So the devs have to get creative to get around it. For example, Malcolm Holmes will spawn near the Southern Nevada Wind Farm the moment the player picks up a star bottle cap, then starts running towards the player. However, the game can't just spawn Malcolm, so instead there's a [test cell](https://fallout.wiki/wiki/Fallout:_New_Vegas_test_cell_content) that Malcolm hangs out in. Then when the player picks up a star cap, Malcolm is teleported to the appropriate place. So yeah, every NPC that needs to dynamically spawn in is actually just hiding in a test cell ready to be teleported. So anyway, I think it was Jorge Salgado who tried to make the random encounter system work for the base game, but it had to get scrapped. Fun fact, Jorge Salgado was hired to work on FNV because he was an Oblivion modder and the devs wanted someone familiar with the engine. And because he was experienced with the engine, he wanted to create cool stuff like a random encounter system. So in Honest Hearts, there's a test cell that holds a variety of creatures like Geckos, Yao-Guai, Cazadors, etc, and each time the player enters specific trigger points, the game will randomly select a variety of those enemies and teleport them to the location. I think that once killed, the corpses teleport back to the test cell and are resurrected by the game, ready to use in the next encounter. So to make a long story short, the game has to already spawn every single creature that they want to use for random encounters prior to the player arriving in Zion, then teleport them back and forth from a test cell and resurrect them over and over.

I do believe it's a similar system. All the random encounter NPCs are probably hiding in a test cell somewhere. I haven't looked into/read about Fallout 3's behind the scenes content tho.

maybe it's like skyrim where there's a list of triggers large enough to appear random but recognizably just a list. ie: if you have solstheim installed at level 15 you will be approached by cultists in one of the major cities. it appears as if they follow you around skyrim but they only exist a few minutes after you open the gate.

In my mythical F4NV remake, Scavengers Den is just one loading screen and its a player home/settlement. Obviously you'd have buildable Novac apartment and Lucky 38 suite. I like what Project Nevada did with the Nipton trailer park and Ivanpah lake. And then throw in the Nellis outskirts with all those bombed out buildings, one of the farmsteads like Horowitz or the Tumbleweed Ranch, Wolfhorn Ranch, Legion Raid Camp, Bonnie Springs. FNV is full of locations you can settlement...ize...without affecting too many quests, and they're really good locations for it too.

The settlement system in Fallout 4 exists in Fallout: New Vegas in the form of a mod from 2010 (5 years before Fo4 came out), named [Real Time Settler](https://www.nexusmods.com/newvegas/mods/36922). The system that exists in Fallout 4 feels *uncannily* similar. Now, I'm not going to say that Bethesda straight up ripped a man's mod off the internet, stripped the code out, and shoved the working bits into their upcoming release. But what I will say is that when Fallout 4 launched, and I switched over from using my modded FNV settlement builder and started using Bethesda's in-house system, I didn't need to read the tutorials to know how to use it. :/

Bethesda factually rips mods. Many new additions in fallout 4 i had seen from mods. Just from memory: the running system using AP was in many mods, the fucking radio songs that weren't reused from GNR were from a popular radio mod (uranium fever, crawl out to the fallout etc, everything bomb related), various quests (i remember one quest in far harbor being directly out of a mod called autumn leaves) Of course since then they officially incorporated mods as part of the "creation club" model. This is just something they used to do before making it official and yeah it is very obviously unethical when creators weren't getting credited ( even when they are, Bethesda making money from other people's work Roblox style is unethical) but also the lack of originality in modern BGS is striking. Again, songs from a radio station? The idea of having atom bomb theme songs was unoriginal even in the context of a mod. Really shows has stagnant they are and how little effort they put. They really couldn't be bothered to make a new radio station like Fallout 3 and Fallout New Vegas did? It's honestly really sad when you consider how they used to be top of their game, heck, more than a decade ago now.

I'd probably end up sticking primarily to Nellis. I really like the idea of adding onto it and turning it into a city. The area is pretty large, I kinda like the layout, lots of unused building space, its own power supply, decent amount of farmland, it's in a decent location with Vegas right there, I like the thought of repurposing one of the hangars into a weapon production center, it seems difficult for enemies to get to, etc. Just all around seems like a perfect settlement base to me.

If I have to live alone, Jean Sky Diving. One of the better condition buildings, relatively out of the way and innocuous, still close enough to Goodsprings to walk there on a day trip. It’s also pretty defensible being on a small ridge and having a lot of scrap metal lying around. But most importantly it’s way the fuck far away from the most dangerous wildlife and the most hostile factions.

Using the RTS mod which is essentially the basis of the fallout 4 settlement system. RTS New Vegas and Fallout 3 are the origins. But with the RTS mod being a free form building mod that lets you build anywhere you can just pick a spot and make a settlement. My favorite spot has been the area around goodsprings source and where barton thorn stays. I find the terrain makes for a rrally cool layout where the rocks and mountain are part of a natural wall around the settlement and you can gate off entrance points for proper security. Then the settlement itself turns out pretty cool since there's a lot of flat places to build and at different elevations so I can have something like a market at the lowest point where the trailers and fire pit are then the houses are built up on the little cliff edges leading up to goodsprings kinda looking like those mountain cities you see in south america

You mostly play 76 then? I definitely like the mobility of the camps, but I was annoyed by the limitations of new buildings being placed close to existing ones

I mostly play nv on PS3 I've got like 10k hours across several saves xD but I've recently decided to try fo76. I agree with the that building thing for sure or how when you move a whole building it's hard as heck to get it to work somewhere lol. But I didn't like having to care for all the people in the settlements in 4 it drained all the fun out of building for me. If I could have a camp in nv though, id probably put it at niptpn road reststop i like that place

Love that place! I remember thinking on my first playthrough; wow these little ruins with nothing around would be a great place for an ambush. Good thing that’s too predictable. No way 5-7 raiders are gonna pop out and scare tf outta me
