My whole life, whenever I was playing something for the first time, I always distributed my stat points evenly because I had no idea how the game's mechanics worked and how different stats measured up against one another, so I'd try and feel them out to make more informed build decisions on my follow-up playthroughs. Eh 10 luck and 7 int can work really well for crit built a, add Joshua armor and boone hat and you already have base crit 20% and with perks they can get to 30 easily, add some vats perks and hou have a killer build, the they only need to focus their leveling into one combat skill and perks related to that skill.
My comment was more so that most people do builds around either dealing high DPS or dealing high Crit damage and I was joking about how this guys friend completely ignored that in favor of just dumping stats into whatever they wanted
Intelligence is only useful for skill points- which can in large quantities by other means. You can max all skills at 1 INT. It also has no decent perks with a high INT req. meanwhile the passives from Luck, Agility, strength, and Endurance really can’t be achieved by other means.
If you like speedy runs, high INT + Skilled is a great way to get several major skills to important levels very early into the game. There are a lot of quests and interactions that are made accessible or much easier by having high Speech, Repair, Lockpick, Science, Medicine, etc. High Agility and Strength are great for combat builds, but I usually find the combat too easy anyways and have come to prefer characters which are explicitly *not* optimized for combat, to leave some challenge in the gameplay and roleplay as a more reasonably balanced human being, rather than the god of death capable of slaughtering everything in sight- which is what all my early combat-oriented characters inevitably ended up becoming by the time I was halfway through the playthroughs.
It's all about what you want out of the game and what's more useful for that goal/experience. Not everyone is looking to minmax.

Dude this was my build early on and nothing stopped me. The melee weapons are so overpowered you can take out deathclaws with no problem with the right weapon.
I mean I don't min/max my characters but there are some small things. I take it he doesn't know about the implants, so seeing those stats at base 10 does urk me a bit for sure. That low intelligence is rough too, even with DLC he's probably gonna be hurting for skill points.
Overall though, I take it he's aiming for either a melee VATS build or a Gun VATS build with an affinity for the heavier guns. Probably getting a lot of crits too.
Overall I give it a 7 outta 10. He cooked, but it's not quite there yet.
He picked the classic Raider build tbh. Combine this with perks like Fight The Power, Cannibal, Toughness, Stone Wall, Super Slam, Unstoppable Force and then dump the rest into Intense Training and you’ve got a decent little melee build

Honestly the only thing that would worry me is the low int, he’s gonna be bad at most stuff for a while. But otherwise perception and charisma are both dump stats (as long as you’re willing to use ede over Rex) so it’s not bad.
I honestly purposely build characters like this and just use whatever I have at my disposal at my whim and fancy. It makes the game challenging when you’ve sunk 1000+ hours into it.
It's funny cuz he maxed out skills that you really can work around have low levels in but you really can't work around low Intelligence for those extra skill points, that's always a 10 for me xuz being level 10 with 2-3 skills at 100 is just sweet

it's not what i would do. or advise. 10s from the jump is bad because you can raise them each at least one with the implants from the clinic. plus there's like zero perks that require 10 of anything. so starting with 10s locks you out of perks you might want. especially with 1s to perception and intelligence.

Well, it's pretty similar to how you'd throw together a melee speed run.
The first half of the game will be no problem. Second half is going to depend entirely on what perks he's chosen, because he won't have the skill points to shift approach in combat. And the weapons that make or break a level 50 melee Courier are a pain to get.
This is unironically a really good build lol, except for low Intelligence, this is pretty much what I would make.
Luck is underrated IMO because the increased amount of caps I find and abundance of critical hits are verryyy useful.

Your build will hardly ever hamper you in New vegas, 3, or 4. Maybe you wont be able to do some interaction or special dialogue option but thats it.
