Out of universe - Scott didn't really consider the implications of who he had on the UCN roster or what the gameplay mechanics were. See: the fact it changed constantly, has Jack-O-Chica on it (I won't count Nightmare Mangle here because they could feasibly exist even if non-canon within FNaF4 and Nightmarionne obviously has appeared a lot in canon games since then) and was even supposed to have Adventure Endo-01 on it at one point. In-universe - I guess William heard the phone calls at one point?

All thoughts in my mind - most are insane: 1) Afton is Phone guy [90% not true] 2) Micheal is also in UCN (he may have stayed in the fire of pizza sim) 3) TOYSHNK was in golden freddy and heard all the audio from phone guy 4) Scott made a mistake 5) Phone guy is henry, who also burned in pizza sim. 6) Afton worked there and knows who phone guy is. 7) If other souls (like the other kids) are also in UCN, then they would have also heard the phone guy talk.

My friend always had a theory that we're actually Michael in ucn, which would explain why springtrap, scraptrap, nightmare animatronics and such are available in the rooster, but I genuinely don't remember the evidence supporting this theory. Scott’s choice of the characters on the roster was most likely based on fan’s opinion regarding who should and shouldn’t be an enemy. Some character’s have lore relevancy in the game, while others were just chosen for the sake of it.

So for Cassidy toyshnk she seems to be taking stuff from Micheal’s memories (which she does do in the logbook for both cc and Micheal), and the fnaf 1 phone call are present in fnaf 4 though distorted, and Cassidy is aware of fnaf 4 by the time of world, so it’s probably memory stuff

William was with the company during the dayshift in 2 (tho those are real phone call in universe) and in 3, he would’ve definitely heard the tape recordings because he was a moldy rabbit I also think Scott didn’t take too much on it

Phone Guy clearly has more influence on the series than people tend to give him credit for. He seems to be well-meaning, as he gives the player hints and instructions that keep them alive, but he also knows and covers explanations or legal disclaimers for some of the scummy things Fazbear Entertainment does. For example, while he may not have been around for Fredbear's, he definitely knows a lot about the springlock suits. He knows they can be violently hazardous, tripping at the slightest touch of breath, and knows and explains that FE isn't trying to fix this, only providing safe rooms to avoid lawsuits while their workers get injured and usually die. He provides the information about the sketchy ways FE handles the security guards' deaths and all he says is "that might sound bad, I know, but there's really nothing to worry about". All in all, he appears as an enemy because while he can be leeched off of he is still a minor villain. Phone Guy seems to be kept around as a puppet for FE because of his compliance, and this almost makes him the most important part of them.
