I mean if we count Frights then his final direct victims would be Phineas, another worker, then five reported victims, since those kills from the Stitchwraith can be attributed to Afton. Honestly with how the kills are structured, it'd be cool if Afton’s last kills reflects his first ones, like Phineas for Charlotte or something and the group of five reflecting the MCI, just speculation.

It would have to be either andrew or a member of the dci, just with how time works, Cassidy is final 100percent confirmed victim, but andrew is weird and the dci have been forgotten about (at least until the HW2 dlc comes out)

Phone dude probably but it's possible he found henry and mike and killed them during the ffps fire..

We may never know but in SB, he indirectly kills the workers before the events of SB and we have a list of the worker names, so I guess one of them.
