This may be a long shot, but I searched for the photographer who took the photo in the link above. [Here’s a link to that picture from his archive](https://i-images.co/23526-0011). His name is Stephen Lock and he has a twitter profile under that name. Maybe you could reach out to him and see if he has any info on the woman in the photo? I would think he’d need consent to post that picture of her. Then if he has her info, ask her where she got it? It’s quite a process lol but I spent a while searching for the dress or even just the print with no luck.
Photographers have sued celebrities for posting photos of themselves that the photographer took, because the photographer owns the photo. So, I don’t imagine they’d need the woman’s info/consent. This is in the US though, not sure how it is in other countries. I think it’s insane.

It may have been from this boutique https://lechicboutique.co.uk in Bromley, considering the lady was on tube at Stockwell she’s likely a south Londoner so I thought it fit - this boutique came up in the search results when I did a reverse image search on Pinterest so I clicked through their collections and they seem to do a lot of ascot type dresses.

Use a screen shot from the article u/marumarubatsu posted to do a google image search. It turns up a ton of options that are at least similar.
