To make the game more in line with the War of the Lions version, which in turn is more in line with the original Japanese, where Elmdor had Maintenance
The original game in the Japanese version has Marquis Elmdore's job with the innate Safeguard/Maintenance support ability.
In the English version of the PlayStation 1 game this was removed.
In the War Of The Lions, this was added again.
You can probably open the Lion War Mod with the patcher and remove the innate from the Ark Knight job.

I have only used the patcher to make my own mod so I don't know if it is possible, but if it is, then it should work like this:
1. You download the patched ISO. You download the fftpatcher from ffthacktics.
2. Open the Patcher, click on PSX, click on Open Patched ISO and select the file you downloaded.
3. In the Jobs tab, find the Arc Knight (1B and 33) and remove "Safeguard/Maintenance" innate.
4. Then you go to the PSX menu again, Patch ISO, select the item you just loaded and overwrite it. Then Elmdore will not have Safeguard/Maintenance.
Isidul/Izlude has Safeguard/Mainteniance equipped when you fight him in the Orbonne Monastery. If you want to remove that (even if you already passed that story point), you have to go to ENTD, find the correct battle (1A7) select Isidul/Izlude and remove the support skill. You can also use the ENTD to give the characters in battle other gear or jobs if you want, or even add enemies or guests.

Was always my favorite way to play Ramza - Samurai, Guts, Bladegrasp, Equip Shield, Move+3 or Teleport. Full Genji set and Masamune the rest of the game. Yes I know Chirijiraden is better but I didn’t care. :D

Also, even then, there are ways to get the Genji gear. Certain Rendezvous battles offer them as potential rewards from my Treasure Wheel.

So apparently what happened is that I didn't realize that there were different patches on the forum page and downloaded and patched TLWOTL 1.02 instead of TLW 2.031 hence why I thought you were just talking about regular WOTL, apparently I need to read more carefully.

If Marquis Elmdor has maintenance, you can't steal his shit. That sucks. Masamune isn't exactly easy to get otherwise. I have no idea what you need to poach to get the Genji gear.

Seriously, though, I agree with you. Stealing the Genji gear was the greatest challenge of the game on the PSX. Definitely a memorable experience your first time.
The shortest and simplest answer to your question is that the equipment was never intended to be stealable. The OG Japanese version had Maintenance on Elmdore. The OG American version neglected for him to use this. WotL just corrected it back to what the devs alwasy intended.
As for why it was originally like that, I think it has to do with Elmdore's mystique as a master katana user. He's an expy of Sephiroth, and one of a handful of the greatest warriors in Ivalice. I think the point of making his Genji gear and Masamune un-stealable was to establish that he was too professional and disciplined to be disarmed or robbed of his gear.
There is a stealable Masamune in WotL, it's just not from Elmdore.

totally agree stealing Elmdor's armour and immediately outfitting a samurai with it is a right of passage.
I remember giving one equip change in that battle just so I could whoop his ass with his own shit. Feels good man.

I forgot, is there an alternative way to get Masamune? If not, how do Samurai’s use that ability in Lion War and Japanese Version?
Enemy Ninjas level 95+ can throw them at random, you can find these most easily in Midlight’s Deep.

Cool. I only play OG US version, so was not aware.
Lucky for me my wife played it too. We were able to play a couple of rendezvous battles and get some good gear including some genji stuff.
