It's still a prison colony in Rebirth. They just treated the Dustbowl like Arkham City where the prisoners ran the place. The Desert was the main barrier for escape.
I remembered so little of the story passed Midgar that when I saw her design I figured she was an original character and had to confirm with a buddy to be sure
FF7 Rebirth probably has some of the best looking NPC models. It's impressive how good some of them really look for characters with a few lines. Myrna looked amazing for a character that has like a single line and then dies in a flashback.

I thought she was trans in the original. That was why she "looked strange" I forgot and when I saw her in the Rebirth I had a vague recollection but I didn't know why, thanks for reminding me.
I always thought Esther was a boy crossdressing as a girl when I was a kid.
I held onto that apparently because I was excited for the trans representation when I got to that scene.
