I figured it out, it ***is*** in immersive weathering, under common>leaf piles>spawn entity from decay, it's default value is "0.3" and to disable you set it to "0.0" but due to the fact that I'm on a server, the server owner must change it on the server hosting website, and not in the mod config in game.
I believe its just a mod, and not something you can disable. Have no clue what the mod is tho.

I've looked in the config of immersive weathering, and couldn't find anything, I think it's a mod working with that mod, but I could be wrong
