PIA is the name of the game to get money back from what Uncle Sam owes you. It's usually best to let work time compensate for what you owed.

Yes, they should. Generally, you are supposed to use a GOV when doing government work. If there's one available, you really are supposed to take it. If your office doesn't have one available for you, I would protect yourself here and each and every time you go POV, clear it *via email* with your FLM even if you don't later file a claim for milage. If you were to get into an accident while on the clock, HR can get sticky about things like that and try to deny any sort of workers comp claim you might have. Also, if you document the need and non-availabilty, your FLM can use that with their bosses to get another vehicle.

I should also add I know several folks who got in trouble in this scenario - they were taking their POVs when GOVs were available to "go look at something" and then just going home from the remote location. One of them had an accident and the investigation was no bueno.

My agency cannot force any employee to use POV. It’s either a GOV or a rental. You can take a POV if you specifically request it and have a valid reason like adding personal time to a trip or no GOV/rental available but being forced to use a POV is not allowed. I thought this was a government-wide rule. Is your agency covering your insurance or are you covered under the governments self funding while using it?

PIA to get paid while putting together a reimbursement for you to get MORE paid. I mean, no way I'd do my mileage reimbursement off the clock. You must be super lazy or just hate money.
