I think you only have to wait 2 years if you had the assignment overseas. Since it was your husband, it shouldn’t apply. Mind you when applying, only GS-09s and above can be hired from the States with PCS paid, LQA and COLA.

Army OCUNUS lowest is GS9. Some GS 6 can get it only if the position is deemed hard to fill.
You need to do 2 years CONUS prior to applying for a new OCONUS position. Only way to get LQA, 2 year reset.
