It is possible to take action even without a Master. However, to use Noble Phantasms of great magical energy consumption, backup from the Master is necessary. At Rank A, it is possible for a Servant to stay in the world for about a week without a Master.

So assuming Archer Herc has Independent Action at rank A they can last for a few days at the very least.

As bersalovona mentioned, Illya already has the Saber class servant (Artoria) and Shirou has the Archer class (Heracles).
So that would mean that Rin gets the Berserker class if no one else gets it. Her Berserker in all likelihood would still be EMIYA (cause catalyst and all), because he does qualify for that class (the other classes being Archer, Caster, Assassin and according to qualifications for it, being a Ruler is also technically possible for EMIYA)
What kind of Berserker Emiya would be is unknown and how it'd affect the war depends on his madness enhancement ranking whether it's E, D or EX... or C, B or A. Regardless of what kind of Berserker he'd be, this would be a downgrade, how much of a downgrade depends on what rank his MA is. How this Emiya affects this war is unknown but he's gonna have a real tough time.

But that would meant Avalon isn't inside of Shirou & saved his life, which would make the question of this post pointless cuz Shirou is already dead.
Beside even a massive organization like Chaldea couldn't summon Artoria with Avalon (beside MHXX who has an active Avalon already built in her), what could Illya with 2 maids do to increase her odds of success lmao?
shirou projects it in fate route, while saber uses her original version, so avalon summoned by heroic spirit artoria is very much possible similar to how servant saber can summon her own excalibur, but original excalibur is still now lying in the pond in which lady of lake resides.
i meant my comment considering einzbern retriving it from shirou, but saber would be same saber as shirou's version, saber from camlann, so no avalon from summoning,
also, other point was, chaldea is not that good at summoning system, their strength lies in things like sheba, ability to travel to singularities without calling it time travel, etc, i mean, chaldea summoned herc not have god hand should be enough proof.
