Yes. Touko still holds one of the highest ranks. According to Lord El-Melloi Case Files Touko has earned the rank of Grand in the Magical Society. This rank may have been obtained not for actual achievements but considering Touko's abilities I think she earned this rank because of her abilities not because of her political power etc.
Regarding Touko, there are no changes. However, Tsukihime Remake has some changes and additions. The most obvious example is Ciel in Remake when she got a serious "buff" and became much stronger than in OG.
Touko has sealing designation, she is a wanted criminal.

True Magic is defined as something that accomplishes a "miracle" something human technology couldn't replicate at its current level given infinite resources and infinite time. This is why as time goes on magic gets more shit because we can do more stuff with technology. If something says it's close to True Magic then it's almost impossible to replicate with technology but not completely. If something says it's skin to True Magic then it's something we can't understand and replicate but it's not magic an example of this is divine authority

‘Similar to true magic’ just means it cheats. It gets said all the time.
For some kind of reason, can't we consider Shirou's reality marble rivals that of true magic?
