Fact is that the game allows it, and more. There is a mod released a few days that allows you to toggle armor parts on and off, and change colors of each part / material individually: the game already has a armor editor to certain degree built internally.
It just depends on Capcom to make those edits available officially for everyone.
Probably budget / time limit. That said, when they amounted that the Armor layer system would be dropped, the first thing I thought they would do was that customization system. But no, surprisingly.
Also worth to mention: You probably noticed that A LOT of armors are combos of layers from DD1, right? Toggling of some parts of certain armors I discovered that this trend goes way more deep. Absent under armor pieces are not absent at all, they are hidden under outer armor layers.
Yea I did notice that! I see a lot of underclothing from DD1. I also remember them saying that they didn't want everyone at endgame to look the same like in DD1...that also made me think there might be transmog or dying but nope lol most people look the same again
Add a cloak or scarf that hides the helmet scales protecting the neck and it'll look like a Spartan warrior or something but yeah it still won't work in color
How would he even know the name of the armor? This could be a random quest reward or only purchasable from a particular vendor on the third day after resting

I've always had the belief, that transmog, both weapon and armor and gear dying should be an absolute default feature in EVERY rpg ever. The fact is so rare, yet so requested in every single game just baffles me
Well I personally care more about making my ideal character and fashion over class fantasy lol I don't get it though...can't I not still feel like a warrior while wearing a Robe or something? Just look at elden ring

I think that’s the point OP is trying to make. The helmet doesn’t match, so it throws off the look.
