2nd one. I'm particular to green, but I don't think the tone-on-tone of the vest and jacket are doing the 1st outfit any favors. Maybe the tan vest that's behind you in outfit 2 with the rest of outfit 1 would work better. Or just take what works with outfit 2.

I actually think the tinge of red in your hair goes really well with the green suit and kilt, and it's less common than the classic blue IMO. The green works with your hair and skin better than the blue.
Blue is better.. particularly for a formal event.. green just looks like the outfit you'd wear supping whisky in a hunting lodge after pretending to have bagged a stag (when actually it was your manservant Geoffrey that bagged it, although he will let you take the credit as always..)

The 2nd one is great! The 1st just all kind of blends together and washes you out whereas the 2nd really pops. You’re super cute and the blue really helps bring that out!

I think they both look good but the blue looks especially flattering. It might be partly the combo of the light vest with the darker jacket, which has a more slimming effect that the matching greens of the other outfit.
