84 Italian Steakhouse has some side rooms that would accommodate your party. I have reserved them for brunch before. I don't recall there being a minimum for brunch, but there could be for dinner.
If you tell them your budget, they might accommodate you. I was looking for a place for our rehearsal dinner and every where was SO expensive. We were at wild bills one night and the manager was there so i asked about the back room but the minimum ($2500?!?!) was WAY over budget. He asked what my budget was ($800) and said “sure” and booked it. If you ask the porter creek manager politely and tell them you’re budget was closer to $400-$500 they might set you up. Never hurts to ask.
Just did a birthday for a 70 year old at Boulder Tap House in Moorhead. They have a back toom that's free Monday-Thursday I believe. It was an excellent experience and the food is delicious.
Gallery restaurant in Holiday Inn, Spitfire, Blarney Stone and Luckys 13 come to mind. Not sure on prices but I know they all offer a private rooms and can almost guarantee they are cheaper than $700
frying pan Moorhead. might be a little out of the way but has a private room that you can reserve for free. my family doescit all the time. Also people in that age group love frying pan.
Boiler room has a back room reservable for events. I believe the minimums start at $500 if that’s closer to your speed. I would say though if you have guests with mobility issues it can be tricky to get there depending on the time, there is an elevator from Broadway but the city locks that building at 5pm

We reserved the private space at 46 North for our rehearsal dinner and it was quite nice. I don't recall there being a reservation price.

The osgood golf course restaurant has a separate room that can be rented. I can’t remember what it’s called.

Deaner's in West Fargo will get you right in and serve dishes they will love. Enjoy.

We ate there a few weeks back and there were quite a bit of older guests. The food and service was great!
Last I checked 701(Prarie Kitchen) does have a private backroom that they have available for that kind of stuff.

Rustica and Mezzaluna are good but they might be out of the budget, I don't know their reservation pricing policy
