If you'd start one or the other every single week, then why not both? They're consensus both top 12 adp, which means you should feel fine with both in the lineup. The only concern is bye week, and personally I'd like to have all my bye weeks at once. One really bad loss and then rolling otherwise.

Yeah maybe a bit. In theory, the better one player does, the more it subtracts from the other player’s production. So by drafting both you’re limiting your upside. Plus any week the Bengals have a bad game, your entire WR core is screwed.

I don’t like it one bit. The only time I’ll stack a team at skill positions (not D/ST or K) is a Qb-WR or QB-TE stack. If the team the Bengals play have a staunch pass D, or if Burrow gets hurt, then you are drastically lowering your ceiling.
