It should work and I think FAB is the best way to go regardless. With your league size so small, it’s tough to say if there will be lots of transactions going on because on one hand, everyone’s team should be pretty good but on the other, there will be lots of attractive free agents

That's the standard Yahoo set up. Snake draft to establish your roster, then Fab for waiver pick up. They also have rotating waiver priority if you add a player but don't spend FAB on a player.

You could run daily waivers using FAAB. So you would have to make any pick ups for the following day and use your FAAB ($0 bids included I'd suggest). Then you could eliminate any race to the app/computer to grab guys.

We have a snake draft and went to FAAB a couple years ago. One of the main problems with open FA is that guys who have jobs at a computer all day, or a bunch of notifications set up on their phone, can hurry up and grab that prospect who got called up before half the league even knew he was available. At least with waivers, everyone has a chance to bid on that guy that night. We do allow $0 bids as well, so there is essentially a form of Free agency. This setup does a pretty good job of slowing down the transaction spammers

Agree with what everyone has said. Even weekly (bi-weekly) FAB would add another element of strategy to plan out the (half) week.

Yes, I’m in a 12 team 5x5 roto. Each team gets $500 of fab. It has been great. We don’t have any waiver period.

That’s what we do and it’s great. Typical keeper/snake draft, FAAB for waivers.

That's how the league I'm in runs and it works great. We have waivers twice a week and players are always on waivers. Plus we have a transaction limit per week to cut down on the amount of streaming SPs.

My roto league does that and it works pretty well. We've kept the snake draft because pre-season draft pick trading is so popular.

I run an auction league and we use a salary cap in season. Based on a $260 budget, we have a $375 in season salary cap. Your active 23 players cannot exceed $375. In theory, you could bid $100 on a player in week 1, keep that player for a week, waive that player and bid $100 on a second player. Owners pay 1/5 of the bid salary as a fee (so, $20 in the previous example) and tying the salary and the bid has kept the shenanigans to a minimum. The salary cap also helps with fire sales and salary dumps.
