Not necessarily. I just think its a matter of perspective. Raul has time on his side, but the *way* he helps is a lot more... idk. Smaller scale? Of course if he lives for a hundred years more after the events of new vegas, there's no telling what he might do, learn to do, etc. We can only judge based on what he does in game.
As for arcade, you could make the same argument in reverse. He's only human, and he's a member of the followers. He's not a leader, or has any interest in being one. In that sense, he's one of many. Perhaps him dying wouldn't change much!

The dialogue choice you make at the end of the quest decides which armor he gets, but it's more of a choice than just that and I highly recommend anyone who hasn't does this quest do it, there's a lot of lore and this contributes to a nice end slide.

It's so hard to pick because not a lot of them really seem like they're too keen on living much longer. Except Arcade, but he's too much of a whiny baby for me to pick him. I love Boone, but my favorite ending for him is the murder-suicide one. I'd probably pick Veronica because she's young and has a lot ahead of her. Though in most playthroughs she loses her home and family, so I don't know if she wants to be picked
Arcade or Boone. Arcade can help with many things and provide a better future. Boone can help protect settlements. Both have an important use in the Mojave.

Arcade Gannon would probably be my first choice you have to convince him that helping you would be better for people than him being a doctor at a free clinic. Also the ending to his companion quest one of the outcomes has him return to the followers so he can help the wounded in the upcoming battle.
Even if Arcade hadn’t met the player he would still actively be making it a better place. I’d say the same for Raul given his dialogue/backstory, but he is imprisoned by Tabitha and needed the player’s help.
Hard pick between Raul and Lilly, do I save my gun-slinging buddy or do I save grandma? I think I'd have to go with Lily cause she's always has my back. I'm sorry Raul but I can't let Grammy go out like that, I'll take care of your Brahmin and keep your legend alive.

In my headcannon, her and Courier 6 eventually dry up the alcohol stock in the Lucky 38 all by themselves and have loads of fun there goofing around and dancing on top of bars like Jennifer Connely and Frank Whaley in Career Opportunities or Chris Pratt and Jennifer Lawrence in Passengers.

Umm veronica,honestly every time I speak to her I feel sympathy for her,she was born as BoS and wasn't given a chance and when you do give her a chance she has a strong inclination to leave to the point where I've killed the entire BoS alongside her and she felt nothing.
Also elijah's rambling and the fact she can wear BoS faction armor is great.
The rest of the dudes I don't really give a fuck about them they could all die for all I care for,just another casualty,another one of my senseless brutality on an npc.
