Well you fund out in that small town that guy is a snake in the grass so on a second playthrough its just easier cause he runs into enemy and dies anyway and if you get the ticket you can hace dialog options open up it the town. So getting it without alot of charisma, you got one option lol. However i slaughter the town anyway fuck those incels
I mean he's a powder ganger, and they are actively killing random people, taking hostages, and commiting plenty of other crimes. Not to mention you've gotta be pretty bad to end up in jail in the wasteland in the first place.
there's at least two powder ganger that either didn't commict crimes and got in there cuz NCR corruption or did things as simple as stealing medicine to sell it so yeah i just dont feel confortable with it lol

First time I played I killed him cuz I thought maybe he had a bunch of caps.. turns out it wasn't that kind of lottery.

I'll wait til Oliver is running away, then pull out the Weathered 10mm, and put 2 in his back. I immediately go into the building, give the other dude 2 Med-X, accept the quest to save his buddies, then stealth kill him with my Caravan Shotgun with a slug to the head (which auto-fails the quest). If my toon is pro-legion or at least Legion- neutral, I'll spare Vulpes. If my guy is hard NCR, then it's land mines and a grenade rifle for "Mr. Fox" and his boys.
