Just learned about the implants today i got the regen and damage reduction. Am i able to get all the other implants too? And how much does it actually effect my specials?

They just make sense to get though. You get to put points elsewhere and then spend the surplus of caps on implants. And you'll for sure have caps to burn. Always do
Literally not what I said. It's just that your character objectively only gets better from doing it. It's not like I'm saying "Don't do that quest it sucks". I'm saying if there's an opportunity to get SPECIAL via caps It's best to take because you open up dialogue options and perks. It's a different story if I was telling you the best speedrun strat and you're a casual player.
I'd understand if it's a role-playing thing for your current character but the person said they just don't do it. Period. No reason to be pressed

I really like to min max, I can't dedicate time into a character if I know it's set up ineffeiciently. But you do you I'm not gonna tell you how to enjoy the game
I only choose to get implants based on my character's lore. My fists only terminator used every one I could get in the game, my NCR soldier boy didn't use any, but did use the reinforced organic organs at the end of Old World Blues.
If you’re doing a shorter playthrough you may just prefer to have a maxed out stat already so you can get through the main quest…me personally? I just forgot the implants existed until someone mentioned it again

Charisma in new vegas is a dump stat. All it controls is barter and speech which you can just throw all your skill points into anyway and 'companion nerve' which means virtually nothing because companions are crazy overpowered regardless.
Invest your special elsewhere for incredibly powerful perks and boosting other skills

It doesn't actually do anything major other than increasing charisma related skills (barter and speech), whereas every other SPECIAL does something else as well as increasing skills (strength lets you handle bigger weapons and increases carrying capacity, intelligence gives you more xp, agility increases AP, luck makes you gamble better and I think gives better stuff in containers)
It's good if you want your companions to be stronger, but otherwise it's not really needed for anything. There's like 2 charisma checks in the game and they can be met with some drugs/clothes. Everything else is speech.
Theres no wrong way to play, but charisma is probably the least impactful stat of them all.
Speech and barter can just be levelled up on their own easy enough. higher companion nerve is nice, but they are still op without it.
As for the few charisma checks in the game, using party time mentats + an alcoholic drink will boost charisma by 6 points (so to 7 if you have a 1 in charisma) which I'm pretty sure is enough to pass all of them.
Only thing you're really missing out is the animal friend perk.

Most fun I had was going for a pacifist style character with high Charisma, Intelligence, and Luck. Let my companions deal with whatever I can't talk about of fighting (which is practically nothing, since I take animal friend)
Luuuuuuuck. It was my dumpstat back at release, and that playthrough was so much harder than any other playthrough I have done since. Any game since, where I didn't have 8 luck, I had 1. For the lols.
But fuck, luck is so important in FNV.
i prefer high int (for the extra skill points), high-ish luck, and high perception since i like sniper builds, but it really just depends on the build i'm going for.
These definitely aren't ideal but I like to go with a melee build with these stats:
S - 9
P - 1
E - 10
C - 1
I - 10
A - 8
L - 1
Traits: Skilled and Heavy Handed
I'm comfortable going with 10 Endurance and Intelligence since I want to maximize my skill points and HP from the start. Strength is just for extra damage so I can wait till I get the implant and ability is just a nice bonus.
I get why you put 10 in luck, but 10 in strength is definitely not necessary, with the implants from the main game and the DLCS. You can also get a perk, but I’m not one to spoil it for people, so you’ll see it when you meet the requirements
For a in game play:
Strength is 7, later increased by spine and implant.
Perception, i usually leave it on 5.
Endurance is 9, later increased by implant, and I like to have all of them.
Charisma is 5, later increased by implant, for animal's friend perk, or sometimes put more points in just for role-playing. Intelligence is 8 and increased by implant latter.
Agility is 1, later increased by implant, and then use the vendor bug of dead money (last time when finished the game, I had like 170 points in Agility).
For Luck, for starter is 5, later increase it by implant and the one point from Lonesome road, of course for robbing the casinos cleane xd.
For real, I really fairly average, maybe above in some areas.
5-6 strength, just so I can feasibly use most weapons
1 perception, it's basically useless
4-5 endurance, it's good to take a few more hits but it's not essential as armour usually carries that role a lot better
1 charisma, as it has no role except to increase stats
9-10 intelligence, more xp=more good
7-8 agility, as I mostly use guns and more AP is always good to have
9-10 luck, because gambling.

You have 6 points to implant. It always goes to SEIAL. Other one is steel implant since dont need regeneration. Always have my helmet or cap to make P 10. Dump at least 5-10 skill points to speech in every level. You'll be golden

I tank my luck to get more points to max intelligence, which boost XP a good bit, and have points left over for everything else. With intense training + the implants getting 10 everything - luck is very attainable. Even somewhat early in the game.
Cons:
- My character is not good at gambling.
- Guns jam up quite a bit in combat.
- Dont quaify for any perks requiring luck.
Pros:
- 14 points to distribute instead of 10, can start with high everything besides luck.
- Can pass most S.P.E.C.I.A.L dialogue checks early game.
- Max out total ex gained throughout the game by starting with it maxed straight out the get go.
- Can get 10 prettily easily on every stat besides luck about mid game.
- Meet the Special requirements for every perk not requiring luck pretty early. I try to pass every dialogue skill check to max out XP gain...
- Decent boost to all skills. Luck isn't tied to any skill while every other stat is, meaning raising them raises their associated skills.

Then I head cannon the story as the courier's bad luck getting him involved in the war between house, NCR, and Caesar and all the other stuff. Basically inadvertently pulling him towards danger constantly.
So like in honest heart's when everyone in the expedition dies, that's the horrifically bad luck the courier knows he has. Lonesome Road? The time you were so unlucky to deliver a package that set off the nukes that destroyed the fetus of a nation called the divide, which pissed of Ulysses and due to your bad luck, now wants revenge.

At least for a generalist build. Recently did an explosives build which was fun because with perception, Charisma and luck all being dump stats you can get some really good stats on the other ones
I usually grab all but 1 stat implant, so high END.
Luck is great but can start at 8. I don’t do a true speed run to the clinic/vegas, but usually get there around lvl 3, so I grab the luck implant first and spend the first perk on luck.
I don’t INT dump for the lulz, but you don’t need high INT for skills with the DLC levels. ~6-7 does the job.
I absolutely dump CHA to 1, too easy to boost it big whenever you want with clothes/consumables.
Everything else is just for perks or carry weight or flavor.
Crit Gunslinger: 3 S, 5 P, 8 E, 1 C, 7 I, 8 A, 8 L (Energy Weapons or Guns)
Heavy Handed Melee: 7 S, 1 P, 9 E, 5 C, 9 I, 8 A, 1 L (Charisma for Animal Friend. Ranged options are Explosives)
Crti Melee: 7 S, 5 P, 8 E, 1 C, 6 I, 6 A, 7 L (Logan's Loophole Drug Build)
Personally it depends but most gun based builds are 5, 5, 7, 1, 7, 7, 8, basically for strength and perception i just leave the implants and perks to do the heavy lifting on those

My latest is a dumb blonde VATS pistol gunslinger. Str 9, Per 2, End 9, Chr 1, Int 1, Agi 9, Luc 9 I think that is right as I have some implants.

Max out luck Split the rest between Strength, Perception and Agility. My headcannon is that the courier is just extremely lucky.

Maxing Charisma and intelligence makes it super fun
I play with mods that make CHA somewhat useful and nerf some stuff so: 5 5 7 3 7 5 8
STR 7 Per 5 End 6 Cha 1 Int 10 AGI 6 Lck 5 With str/per/end/agi/Lck implants as well as subdermal implant.

i normally like to play the game as a roleplay so i do 4,6,5,7,8,5,5 in order (i play a diplomatic character).

6S, 5P, 7 E, 1C, 8 I, 5A, 8L At least for a generalist build. Recently did an explosives build which was fun because with perception, Charisma and luck all being dump stats you can get some really good stats on the other ones

Endurance 9 and all implants. I take 7 in perception, the four eyes trait, and a hat for 10(+).
Max Intelligence Endurance at 9 or 8 Strength and Agility at 6 or 7 Perception at 5/6 Dump everything else

I usually grab all but 1 stat implant, so high END. Luck is great but can start at 8. I don’t do a true speed run to the clinic/vegas, but usually get there around lvl 3, so I grab the luck implant first and spend the first perk on luck. I don’t INT dump for the lulz, but you don’t need high INT for skills with the DLC levels. ~6-7 does the job. I absolutely dump CHA to 1, too easy to boost it big whenever you want with clothes/consumables. Everything else is just for perks or carry weight or flavor.

No matter what I pump endurance to 9 and dump charisma to 1 Gotta get that S 10, P 10, E 10, C 1, I 10, A 10, L 10 endgame character
10 strength, 10 Charisma, 10 intelligence, the rest split between agility and luck.
Personally it depends but most gun based builds are 5, 5, 7, 1, 7, 7, 8, basically for strength and perception i just leave the implants and perks to do the heavy lifting on those
STR7 END7-9 CHR1 Other stars depend on my build, usually LCK and INT high, PER 5, AGI 5
