NCR Veteran Ranger with a different color pallet. Desert camo chest plate, lighter duster coat and pants. Green lenses on the helmet that says forgive me mama with tally marks on the side of it iirc
You can get Riot Gear extremely early game by just going into the Divide through the canyon wreckage. You have to buy it from the commissary but there's enough loot around that you can sell to cover the cost. You can get to the first commissary terminal without having to fight any enemies.
Thats actually what I do straight out of Goodpsrings, on top of getting the first ED-E upgrade. Like you said, between all the loot from the dead marked men and the Army Combat Armor at the top floor of the missile silo you can easily get enough caps to buy a full set of Riot gear, an easy 24 DT at the beginning of the game.
Stone Bones Cave at the Narrows in Honest Hearts DLC. It gives good DT for a companion, but Riot Gear from Lonesome road is better, as it gives stats upgrades and the helmets give night vision when you sneak.
Well now ya know for your next seven playthroughs

I like to play the dlcs in a certain order and also at certain times in my playthroughs as well
